How does the social problem of drug abuse relate to social institutions? I’m having trouble understanding the question. Any help appreciated!

I think it’s asking what role do social institutions (ex: schools, prisons, family, government, etc.) play in drug abuse. Like, are they the cause/problem, do they try to prevent it, what’s the effect on them
